First Steps' Early Identification and Referral (EI&R) programs serve young children with suspected developmental delays, acting as a local portal to connect families to community-based services they may need or desire to ensure the school readiness of their children.

Our Early Identification & Referral (EI&R) programs serve children from birth through age five. Some programs are targeted to children with suspected developmental delays.
Families with babies and toddlers
Families with preschool-aged children
EI&R services include developmental screenings for children ages 0-5; referrals to appropriate resources and support services; and patient information including strategies to monitor growth and development.
In-home coaching with trained parent educators
Developmental screenings are associated with an increase in referrals and participation in early intervention services.
